Each year, RVC Blue Speaks honors a ‘Person of Courage’ who was selected for their strength, fortitude, and initiative to overcome obstacles in his/her life. The Joe Winters Legacy Award

The Legacy Award was created in 2022 in memory of Joe Winters, who dedicated his life to making the world a better place
